Procure22
ProCure22 is a construction procurement framework administrated by the Department of Health for the development and delivery of NHS and Social Care capital schemes in England.
Pennington Choices act as a client side cost adviser for ProCure22 framework agreement projects. Our role as a consultant sitting on the ProCure22 Commercial Working Group is to bring consistency to all cost, commercial and contractual processes under Procure 22. We have carried out this role since 2005 (Initially as Auburn Ainsley, their company name has since changed to Pennington Choices), working with client project managers from ProCure21/21+ to ProCure22.
As we have a great deal of knowledge and experience within Quantity Surveying and Project Management, we are able to assist clients in every stage and ensure that they are covered contractually whilst they are learning about the contract and processes required to manage a ProCure22 project.

Doug Hill is one of our Project Team Leaders. Doug has over 35 years’ experience in construction consultancy. He is an established team leader on project delivery and relationship building with project partners. During his career, Doug has worked as a client-side quantity surveyor/cost advisor and project manager. As a result, he has a rounded understanding of the construction and development process.
Doug has worked on numerous health sector projects from refurbishments less than £100k, through to complex new build projects at £30m. He has also completed numerous NHS business case costs and quarterly reports, cash flows, life cycle costs and risk analyses on behalf of the business units within NHS estates teams becoming an integral member assisting the development of their capital strategy. Throughout his career, Doug has worked across a broad range of health institutions, including; primary care, all departments of acute hospitals and also mental health.
Doug also sits on the Procure 22 Commercial Working Group. This group meets quarterly to develop and ensure consistency within commercial and contractual aspects of the process.
